You just need to paste the link first in the post and Facebook will generate a preview with the image, then you can edit the text and publish it.

If you upload an image normally, it won’t be clickable to an external link.

I've noticed there are intermediary websites that help you create links to wrap your images, such as AnyImage or similar services.
You upload the image to that website, paste the link you want to link to. It will give you a new link When you paste this link into Facebook, a large image appears and clicking on it takes you straight to the target page.

On Facebook you normally can’t attach a clickable link directly to an image like you would on a website. Instead, the link and the image are combined through the link preview.

The usual way to do it is:

1. Paste the link into the post.
2. Facebook automatically generates a preview (image + title + description).
3. When users click the image or the preview area, it opens the link.

If you want to control the image that appears, you can change the Open Graph image (og:image) on the website. Facebook pulls that image when generating the preview.

For ads it works a bit differently — in Ads Manager you upload the image or creative and then add the destination URL, so clicking the image opens the link.

In Facebook Ads Manager:
Make a campaign -> pick Traffic or Conversions -> Upload the image you want -> Add link to the CTA button (like Learn More or Shop Now)

I'm sure you've clicked on someone else's ad on Facebook. To do that, you need an ad account, then access the ad manager and upload your content.
