I’m already in YPP under the 3M Shorts tier and recently hit 10M Shorts views, but the progress bar disappeared and there’s no “Apply” or upgrade button in the Monetization tab. I also have an active Community Guidelines strike that expires May 8, and I haven’t connected an AdSense account yet. Is the missing upgrade button because of the strike, or because I haven’t set up AdSense?

I believe it's because you haven't set up AdSense. However, you can also talk with the Youtube support regarding the matter. Have you tried talking with them?

I tried asking but they say to be in ypp u need to have no strike but im already in ypp. Shi makes no sense
