ISPs own huge ranges of IP addresses and not all of them are used by real home users all the time. Sometimes those IP ranges are leased or partnered with hosting companies.
Proxy providers get access to those ISP-owned IPs and attach them to servers running inside datacenters. So physically the traffic comes from a datacenter machine, but network-wise the IP still belongs to a residential ISP.
Websites mainly judge by the IP ownership, not where the hardware sits. That’s why it looks like a home connection even though it’s hosted on a server.
