Find some random white niches . You can search something like "Cheap sofa Thailand" and check if it has an ads or not. If it didn't has, add a campaign for it with $5-$10/day for 2 days.

If you are going to run whitehat, then no need to warm a Google Ads account. Just create a normal whitehat campaign and if the account is suspended, appeal it and 90% chances are that the account will get reactivated and then use this account.
 
I usually use smart bidding, but I set a maximum bid limit for it and for that, I use portfolio bid strategy.

What I've seen work most consistently is treating the period from account creation to first threshold charge as a single phase where the only goal is a clean charge with no review pauses. That means running one tight campaign in a clearly compliant category, not touching bids, not adding negative keywords, not pausing and unpausing campaigns. And when is it the first charge period for a mcc with credit line? It’s easier to detect with vcc as the card would be charged.

just start slow bro don’t run big budget at start, make normal looking campaign with low daily spend and real landing page not some spammy page, run it few days get some normal clicks and maybe small conversions then slowly increase budget, also use clean payment method and stable ip/device don’t switch too much, keep everything look natural and not aggressive
 
Best way is keep things natural, dont do everything same day. first setup account, billing, basic campaign, leave it 1-2 days. maybe browse dashboard little, add keywords, but dont push ads fast. then run small budget ad with safe niche, let it run stable few days. after that you can slowly scale. fast actions and big changes early mostly cause issues.
 
Create a dummy white campaign, set the budget to like 7-10$ per day. Let that run for a few days, then create the black campaign and cloak it.
