I would say, as soon as you have your first simple money making method that works. Then you have a credit and debits to play with, and can learn the system about accounting, and submitting your details to a tax advisor.
 
Better to have a company as soon as possible. It doesn't matter if you get it in the US, HK, Seychelles, Dubai or some EU country, but everything is cleaner if you start the business through your company. The initial investment is not that high compared with the benefits of having your corp from day one.
 
Get your first sale first to validate your business idea then move on from on there with the LLC
 
Get it as soon as you can because it makes accounting a lot easier
