Yes that is generally the case because older websites are viewed more favourly by google. Also aged pages have more backlinks whereas in new ones you would have to build the backlinks from scratch.

Even if a new page has better written content it still needs to prove its credibility to the algorithm over time. Google relies heavily on historical trust signals so an established page will usually hold its ranking against a brand new url.
