Used it a year ago, didn't see the best results. It is not like it used to be.
 
Every day that goes by, I grow to believe only grey hat and black hat with cloaking can be directly profitable, the bidding prices are crazy, their protection is also not very good and say white hat with some creative wording that theyll flag later on is perhaps also having a chance.

But pure white hat unless the is a very competent team and back end behind it is at best a billboard branding kind effect and to gain some trsut signal for some keywords indirectly.

I could be wrong, I am not exactly a white hat google marketer, I know a bit of the compliance side, the clicks on mislabeled and overpromising ads seem fine in volume and convesrions.
 
100% yes - right agency/management, and knowing your market very very well. Beginners will have a tough time to break into it. Need good amount of $$$ as learning capital
