As the title says, I have 3 personal accounts and I've posted a campaign to boost their engagement with a $20 budget. But 3 days have passed and they haven't spent a single cent. Can anyone help me?

with a no-spending account, i think you need to check your account. check if you have any spending limits set, and check if your payment card has enough money for fb to temporarily hold a portion of your funds. these two things will prevent your account from spending money. try creating a traffic campaign with images of trees and a low budget to test your account. a no-spending account could also be due to your product violating policies
