Hard to say, if the vendor did a good job pricing its services, then yes!

Unfortunately, there will always be vendors/service providers who, even tho they offer value, tend to "overprice" their services.
 
Good SEO is definitely hard to negotiate because the costs of quality links and content are fixed. In my experience, if a seller agrees to a 50% discount too easily, it's a huge red flag for the quality of the service.
