To make an amazon site work today you cannot just write product reviews, google will ignore a site that looks like a thin catalogue of affiliate links.

Imo, Start from buyer-intent keywords, not topics.
Plan content in clusters: money pages (reviews, “best X”, comparisons) + a few supporting guides that internally link to them.
