My ruling on this is that the seller should refund 50% of the figure that the buyer asked for, which would be $17.50. This is to be refunded within 24 hours of this ruling being made or the seller could face further action.
After consulting with two fellow staff members, I came to the conclusion that there has been fault on both sides here. My opinion is that the buyer did not help their cause by not fully understanding the seller's policies beforehand, nor by allowing the seller to cajole them into admitting the issue with the accounts was their fault. In future they need to be far, far more diligent and careful with transactions. They were, at best, naive.
The seller conducted their business with a lack of professionalism and was consistently aggressive and elusive towards the buyer. They have continued this attitude during this dispute. Their excuse that this was down to the translation tool they are using did not convince us - many members have used such tools during disputes and have managed to come across far better than they did. While they claim no culpability in their products not working, I feel uncomfortable with any buyer who sells something and then washes their hands of it as soon as money is handed over. The seller needs to make some significant changes to their customer service practices and should be looking to build good relationships with clients rather than taking their money and running.
This dispute is over and my decision is final.
