Publishing rights means that the admin of the page can add content (status update) ?

It means that FB has yanked the publishing rights of your fan page because they deemed that it violated their TOS. You are no longer allowed to post status updates on your page, or publish new content.

As far as I know, you can still edit the sidebar on the left side of your page, and I am sure you can edit the Info tab as well. You might be able to add FBML tabs, but I am not sure. I am sure there are others things you can do with a page that no longer has publishing rights.

I had a fan page that lost its publishing rights, but the account that it was created on has been roadblocked with the photo verification; otherwise, I would have more definitive answers for you guys.

I have seen Facebook giving Publishing rights back to owners

But i have 10 - 12 Pages Without Publishing rights having 0.5 Million fans
