I think a warning message on BSTs, WTBs, HAF threads warning buyers about using Telegram and advising using alternative methods will go a long way in protecting buyers.

For example, Bybit does this on their P2P section where they display a popup message warning users that users of a certain bank can delete bank account records. Therefore resolving related issues may take time and advises users to consider alternative method.

Ultimately, the criminal energy is on both sides. The buyer who wants to bypass the actual providers (AWS, Meta, Google, PP, Stripe) and actively seeks opportunities, as well as the supposed seller who disappears with the money in hand. No one will take criminal action because of this.

Other communication channels and dispute threads do not change this.

"Criminal energy is on both sides"....well one side is doing actions against a platforms TOS for example Google...and the other side is straight up scamming. So I wouldn't say it's on both sides in most cases. That's why it's called blackhat, it's not really illegal just morally not so nice...scamming people is illegal.
