I see that makes sense, Thus it helps prevent downtime to prepare everything beforehand and only change nameservers at the final end

Have the files ready and uploaded on the new hosting platform , certs etc and once ready to move set A records and let it propagate, dns will actually serve both ips during propagation, this stuff happens fast these days, there's more nuance but that's basically it.

It's all up to the app and complexity of the site/backend systems you're running; you probably do need to test every aspect of the website before changing the root domain if you want to avoid partial functionality when changing the switch from the staging to the production site.

That also depends on the rush, sometimes I test partial functionality like page loadings and api calls reach their destination, and at least one purchase flow in case it's ecommerce, than switching to prod and keep on testing the less important flows.
Of course, the best practice will be to test everything.
