A Local Guide (even Level 9) cannot create or manage a Google My Business profile unless they are the business owner or authorized by the owner.

Local Guide level doesn’t grant permission to create or manage a GMB by itself. You still need proper business ownership or verification to create a Google Business Profile.

Thats not really possible. The local guide will only suggest a modification saying that there’s a business there. It will more be a pin and not a fully verified gmb. then everyone can claim it.
