not sure that it's the best way, but one way that you can do it is by analyzing the top ranking sites in your niche to see which long tails they're ranking for, and then steal the keywords if the competition is low and you feel you can rank for them. Of course, in order to use this method you'll need tools like Ahrefs / Semrush.
And you can do this also with big (UGC) sites like Quora, Reddit, Pinterest, etc...

For long tails, keep the question filter in keyword tools it will gives you the best long tail keywords.
I have a account at ahref, but thats the basic one. I tried to use google keyword tool but never acctually got it working, so yeah free for now as a start

The best option is to do keyword research with Semrush or Ahrefs, then run the keywords into the Google search engine and look at the long-tail keywords that Google suggests (very long keywords don't usually appear in Semrush or Ahrefs if they don't have a high search volume).

From our experience, SEMrush works best. If you’re on a tight budget, you can use Google Keyword Planner along with Keywords Everywhere. KE is an affordable tool for checking search volume — and search volume is essential.

I use Ubersuggest. The price is cheaper than other services, and the functionality is exactly the same. It's perfect for a small project.
There's a "Keywords Generation" tool where you can select keywords, find similar ones, and create your own semantic core in the desired niche.
