I am setting up a camp with 10 groups. I divided the budget for each group to about 120$-150$. But it is really confusing that my account cannot spend. I tried to reduce the budget to about 10$-20$ and it is good that my account spent. But not all.
Is there a way to optimize it. I want to increase the budget but it seems difficult. Can someone help me?

That happens a lot with fresh BM/ad accounts. Meta puts a hidden spend cap on new accounts, so even if you set $120–150 per ad set, the system just won’t let the full budget spend. Decreasing the daily spend makes it fit inside the limit, so only some ad sets will actually run

Best move is to start small, let the account spend clean for a bit, pay everything on time, and the limit goes up by itself. You can also try CBO so the budget goes where it can actually deliver instead of starving most ad sets

If you’re in a rush, you can always rent accounts that already have a higher spend limit and skip the warm-up phase

Yes that's true but. If I change to a nolimit account would I be ok. I'm having KPI and it's hard to wait for a small to large spending account

It sounds like you're dealing with an ad account (Facebook Ads, Google Ads, TikTok Ads, etc.) where your budget isn’t fully spending, and increasing it causes problems. This is a very common issue and it usually comes down to delivery, optimization, or account limits.

I am trying a new account with unlimited daily spending limit. I see more positive thanks

Yeah for sure. If you actually have a real no-limit account, you should be able to scale without all that headache. The only thing is… those are getting super rare now. Most accounts still have some kind of cap until they build trust. So either warm it up properly or use a strong pre-warmed account if you need to hit KPIs fast

A good way I will increase the number of accounts. Start with a small budget but I will spread it out. Once the accounts are warmed up I will focus on the best accounts and the following accounts will be "BackUp".

That’s a solid approach. Especially with BH campaigns you can’t rely on just one account. Having multiple warmed accounts as backups is the smart way to stay running. Good luck bro, wishing you the best!

Your account struggles at high budgets because the system cant spend efficiently. Raise budgets slowly and make your audiences a bit wider.

Gradually raise budgets with well targeted non overlapping ad sets and use CBO to optimize spending

Bro , currently the algorithm from Meta results is very expensive , you can multiply ad groups , rely on spend per ad well targeted , no overlap and use CBO to optimize spend

I tried replacing a new account with higher limits and luckily everything was fine

I tried multiplying 10 ad groups and it didn't work. I think how to warm up the account or maybe change an account with high daily limit.

Gradually increasing your budget while slightly broadening your target audiences usually helps the system spend more effectively without stalling.

You mean to increase the budget slowly in a warm up manner right. If so then great you found a good solution

Once you set up your budget and it is approved, you have succeeded with your campaign. Just maintain your budget and pay on time, after 3-5 days you increase the budget a little. Like that, gradually you will reach the desired budget for your campaign. This way will take some time but it is good for your account to work long term in the future.

You should set a moderate budget and ensure your ads run stably for several days, then gradually increase the budget over time.

This happens often and can be frustrating, but it makes sense internally. It's not that the platform "doesn't want" to spend your money; it's simply following rules that aren't always obvious.

1. The logic behind what's happening

When you set a high budget ($120-$150 per ad group) from the start, the system has to quickly find a lot of quality impressions or clicks to justify that daily expenditure. If your audience is very specific, or if your initial bid (even if it's automated) isn't competitive enough for that volume, the system gets stuck. It can't spend all of it because it doesn't find enough opportunities that meet its internal profitability criteria.

By lowering the budget to $10-$20, you're essentially telling it, "I only need a little traffic per day." That's much easier to achieve. The system quickly finds those few impressions and spends the budget. *But* if you're not even spending $10-20 on some groups, it's a key sign: that particular audience is too narrow, or the creative/offer isn't resonating. Most likely, it's not just the budget, but a combination of three things:

1- Very small or overlapping audiences.

2- The platform's spending pacing.

3- The learning phase: Every time you create a group or drastically change it, the system enters a trial period. If during this phase (around 24-72 hours) it doesn't consistently achieve enough conversions (or clicks, depending on the objective), it gets stuck performing poorly and doesn't dare to scale.

Forget about reaching $150 for a moment. The goal now is to stabilize your spending and then scale. I suggest this:

a. Review your audiences.

b. Don't have 10 "inactive" groups.

c. Scale gradually, not aggressively.

When a group consistently spends its low budget (for example, $20) for 2 or 3 consecutive days with stable performance (a CPA or cost per click that doesn't skyrocket), increase their budget by a maximum of 30%. Go from $20 to $26. If they spend it all again the next day and performance remains stable, increase it to $34 the following day, and so on.

If at any point they stop spending, revert to the previous budget where it was working and leave it there for a couple more days before trying again. This method is called "gradual scaling" and is the safest way to grow a campaign without the system spiraling out of control.

Meta will not deliver budget if it believes:

  • the audience is too narrow
  • the creative is not strong enough
  • the event quality is uncertain
  • the campaign is not past learning
  • the advertiser/delivery history is inconsistent
  • the system lacks confidence you can achieve the optimized event

So when you set a high budget per ad set, Meta says:

“I don’t have enough signal confidence to spend $150 here.”
