they don't take it from you. they just don't have enough storage space for your data and when you upload it it becomes a blank file

I apologize for not answering the question asked, but why do you duplicate your blog articles on other sites in PDF and HTML format? Or do you publish part of the content there? It will simply duplicate your article, and there is no guarantee that Google will index it on your site.

If the download link is a simple href link, then yes Googlebot can access the content, though it's doubtful any contained links will provide much benefit. If the site hosting the downloads requires some sort of signup process or is hiding the download links behind a layer of scripting, then Googlebot won't be able to access the files in question.

I don't think it will be indexed in any form, there is no new content for Google, and it will ignore such pages. You can only effectively and without consequences put links to these articles in new texts, this will not work, especially since such sites are usually garbage, and there is simply no traffic from Google. Accordingly, the weight of such links is extremely small, if not toxic at all for your site. It's just a waste of time.
