Any country. I don't need these Gmail accs for a long period of time, just a few minutes: I need them to open accounts on social media platforms. Then, I don't mind if the Gmail accs are flagged.

Then you can try and use the cheapest countries and numbers, some will fail and some will succeeded but if you need quantity this is the way to go
