If hackers wanted to steal billions of usd worth of bitcoin whether through online bank heists or attacking the exchanges themselves and were using extremely sophisticated mixers and tumblers, could they get caught later rather than sooner when wanting to cash out? Would this be viable? How could they get caught later instead of sooner?

Getting away with billions is very difficult. Even with a network of exchangers and tumblers, the fact that its being used to launder billions would leave a trail in some form or the other. Hackers/organizations getting away with laundering billions usually reside or have connections to jurisdictions with very unstable economies/low regulation, that makes bribes and other tactics a viable solution for laundering money. Mixers and tumblers on their can work if its a few $100ks, up to a million perhaps, but it doesn't scale well on its own.

Why do you ask? Planning a heist?

Just asking because lately on google many people are getting caught! Does this answer your question?

depends how high profile the heist is. if it's get the FBI attention then 95% they will be caught

The crypto queen/Ruja got away with a $billion scale fraud, still not been caught. Cybercrime on a rise for a reason. While there's more reports of people getting caught, there's plenty that never do. Greed seems to be were most fuck up. If you've made an easy $10 mil, you don't really need an extra $50 mil or a $billion.

Even with mixers, there’s no real “safe cash-out.”
Blockchain trails and exchange logs can be analyzed years later, so getting caught later is still very possible.

So, how could stealthy hackers steal in the billions and years later cashout without fucking up?
