the context of globally, how big is the legal risk of using scraped data for email campaigns?
Where do you draw the line between “legitimate outreach” and “spam”?

Nobody GAF where YOU draw the line to spam, the email provider and you SOPs do that.

If you have scraped data on industrial scale and the company gets wind of that, you might be in for hundreds on thousands of dollars in court damages

Do not listen to the kids here who tell you no risk, these companies are litigious as hell and they will go for you.

I don’t disagree that companies set the rules and that large-scale scraping can carry real legal risk. That said, the risk isn’t binary. It depends heavily on jurisdiction, how the data is collected, what the ToS actually say, whether access controls are bypassed, and how the data is used.

Plenty of enforcement actions target abuse at scale or clear ToS violations, not every instance of data collection. Saying “no risk” is wrong, but saying “you will definitely get sued for hundreds of thousands” is just as misleading.
