For PDFs I haven't found one that is particularly reliable, even the ones that are very capable of indexing html pages. Try the services in the BHW marketplace as I believe they all offer free trial credits, and find one that works for your use case. PDFs do tend to have more indexing stability with some backlinks pointed at them too. Just remember that they're subject to robots.txt / x-robots-tag noindex too.

For SEO indexing, Google Search Console or IndexNow works best, just make sure your PDF URLs are in your sitemap.

He probably added the link to multiple posts on a news site and manually submitted the pages to GSC. The price is probably for the manual work.

The tools that used to work in past are not effective today. But there are new tools in the market with effective indexing rate.
Many tools offer free credits to test so you can see if they are working before making a purchase.
Google search will still show you old ineffective tools, so better search in the Forum.

In my opinion, Indexertool and Rapid URL Indexer work better than most tools for PDF submissions. They help Google discover URLs faster, but results are much better when the PDF is also linked from indexed pages or authority sites. Tools help, but proper linking still matters most.

Yes if you want PDFs to be indexed and discoverable online, you generally need tools or services that help submit/notify search engines and generate sitemaps.
