Sure, Google likes websites that are well built but you can't ignore the fact that there are so many broken websites that keep ranking top #3 for years without penalty.

I still believe Google mostly care about three things and everything else is secondary: Age, backlinks and keywords/intent. I've never seen negative effects from poor page speed, unless it's really damn slow (5++ sec). No point optimizing a site to load in 0.1s tbh, that alone won't give you any boost in rankings.

But yes, you want the pages to work perfectly, no broken pages, crawl errors or render blocking scripts is important for on-page.
