Free footage to monetize

I thought about using footage from some of those cameras filming 24/7 in cities, mountains, etc.
Another option is getting free footage in from of short clips of lndscapes and joining them.

Downloading a video of one camera lasting 1 or 2 hours; or short free clips to join them in a few minutes video.
Maybe adding AI music.
Uploading the video to Youtube.

Concerns:
Can we monetize that footage taken from a camera on a public space in whatever country?
Can we monetize free footage from short clips merged into a longer one?

Do you know where to get free stock footage to monetize on youtube? Like some repository?
I just found this list but I don't know how they are.

Yes, that can be monetized, if it's not copyrighted, for example, from Pexels, with good editing, like transitions, adding voiceovers, and adding no copyright music, you can easily get from the YT library. Also, aside from that, you need to be creative. You don't want to bore viewers with just those footages, right?

I saw few channels with that kind of footage and some music in the background without voice overs. Somehow like videos to relax or see lansdcapes.

For example: a video about The Alps. It was made out of several cljps lasting seconds showing bucolic mountain landscapes woth some calm music. It had thousands of views.

What about capture the public IP cams with a screen recorders?

Those IP cams filming public spaces are the ones I meant in my first message but I didn't know the exact term, thanks.
I'd like to know if there's a way to get that footage without spending time using screen recorders. Something like downloading 1 or 2 hours of video.
