1- Do you know any website that has TikTok videos from different people based on trends?
2- I could not find any, so I assume some legal issue. Can you mention any issues so the website cannot stay up for long?

I am referring to some videos that are on YouTube, but they are not organised.
 
Such sites are rare because aggregating tiktok videos by trend can create copyright and user privacy issues, and tiktoks API and terms of service dont allow it.
 
Most sites cant legally host tiktok videos from multiple creators due to copyright and platform restrictions, which is why they rarely last

Websites that show TikTok videos often get copyright or API issues so they don’t last long. It’s better to use TikTok’s official embed tools or API this way you can show trending videos safely and legally.

Tik Tok videos usually have copywright issues so websites don't host them generally.
 
Can offshore hosting help? How does it work for a domain name? Will a domain require an offshore provider, too?
 
Even if it would be offshore hosting, it just might just reduce takedown risk but it won't fix the copyright issue and TikTok still will be able to file a complaint.

1) you dont need an api these days to scrape content off tiktok 2) ALOT of tiktok content is reposted on several other social sites so you could scrape off those by proxy 3) There are some video sites that aggregate videos from various platforms then add light content to them. PikTop creates a leaderboard. 4)Trick is to use scraped data in a way that is useful in a way that isnt already being used like their leaderboard. A few others but they all have domain issues(copywrite issues and possible lawsuits), There are however always ways around and some countries dont give a shit about copywrite law so find some servers there. Thats a hard way to go as monetizing will also be an issue which is the real end goal. Your better off to scrape videos from other social sites that dont enforce copyright as much. YT allow people to embed, facebook, instagram, reddit etc etc. You know the list. Go where its easiest right now. Google is the biggest scraper of them all for their image and video search. Just cause they try to hide behind the guise of altruism doesnt mean they arent making money from it. Nobody stops them cause everyone makes money from getting ranked in google search. Its symbiotic.

TikTok videos belong to creators. Reposting without permission is copyright infringement. That's why no organized sites exist. Legal risk is too high.

I think the biggest issue is usually copyright and platform policy compliance when reposting large amounts of user generated content
 
That's probably why you're not finding any. tiktok's terms of service are pretty clear about unauthorized distribution. and organizing those videos. trying to host that much content you'd need a server farm, not some cheap 1gb hosting plan. think terabytes, not gigabytes
