Curious about tiered linking Model

For the sites that chase money keywords and just in general. Say I have like 1-10 sites on low to *Kind of tough* keywords that are page one and want to add more stability.

I am curious how benecial it is to go back to these sites and say have the

money < 2-10 + tier 1 < 5-10 + tier 2 < everything else architecture under these domains?

Tiered linking can work, but only if Tier 1 links are very high quality and the supporting tiers are clean and relevant

Sorry for silly question should I just find the best 3-10 links I own, mange and etc and just start the tier? I have guest post with traffic but also some expired domains I bought with link juice in bunches
