actually it's not illeagal, There is a forum that deals with that sought of thing,
They have been in the newspapers over here several times, they've had their hong kong servers raided on the orders of the British government and even been
taken to court. As long as they are selling these for novely purposes only the onus is on the holder if they try to use those documents for pecunary purposes
then they are breaking the law. They do a bullet proof identity change as well.
But they are very secretive and if this person is trying to resell their products I
would be very aware of my suroundings if I were him.
But saying that I'm sure it's not a topic that can be mentioned on this board,
So Illegal here.

thanks guys.. well I've been a hatter for a few years made a lot of money and have a lot of connects but I do understand the internet and the troubles it can cause.

I normally broker street deals between supplier and end user and this would have been the same just a digital process instead of street.
