Confused when evaluating link building offers

Recently I was searching for a link building offers and got lots of them. However encountered several questions, which I cannot clearly understand:

1. What are the average market prices for backlinks based on quality metrics (DR, topical relevance, etc.)? I've noticed that different sellers offer seemingly identical links at prices that differ by 10x.
2. How can I estimate the number of backlinks needed for my webpage to reach TOP 3 rankings for my target keyword?
3. What are the most advantageous terms and conditions when working with a link building provider? For example, what guarantees should I expect regarding rankings?
4. What other important factors should I consider when outsourcing/delegating link building to an agency or freelancer?

1) your baseline price can be from gig marketplace like fiverr or seo clerks. This does not apply for all types of links but for specific site links.
Ex: yahoo finance links
Read the reviews when you find wildly difference in price and compare samples.
2) there are no guarantees for ranking top 3.
3) At the most someone can give you money back or can offer you to pay later. Most will offer ranking improvements.
4) you should set the correct expectations.

Careful with Vanity Metrics (DR, etc) Some sellers can easily manipulate it.

Here's what I actually check:
1. Top Traffic Source
2. Traffic Trend (should be Maintained or Uptrend)
3. Ranked Keywords

Hard to tell how many links you need and obviously there is no guarantee.

but there is a quick way, just go to your top 3 competitors, export all their links and try to replicate them.

If you can replicate or build better links, maybe you can outrank them, if not then the chance is less likely.

how would you check traffic? Moz or? Or maybe check donor rankings?
