Facebook recently tightened enforcement, leading to many disabled accounts. The safest way to navigate this period is to stay compliant, verify your Business Manager, use official payment methods, secure accounts with 2FA, and follow Meta’s policies closely.
But there are many people using black hat advertising, it is very difficult to comply. I think they need to use strong accounts and have good spending history. Of course that does not mean your account will not be disabled. But I think this way will limit the disabled status of the account.

They also kind of enforce sign up by mobile if you try desktop web, and then they try to have you install the app, their directive is to collect useful data, they know everyone has an account already and web sign ups are probbaly 50% bots which hurts their ads business, showing ads to bots will get their customers angry, less real impressions per $
