Government Documents and Official Services Policy

Hello BHW,

We've been trying to run some ads in Europe and they have been flagged for the "Government Documents and Official Services" policy breach. We have tried putting out disclaimers, reworking KWs and headers to no success.

However, we see a lot of competitors running same ads a lot of which I doubt have received any certification from google given by the registered company they run their ads from checking "google ads transparency center". I also doubt they are necessarily black hat as some of these ads are up for a long time.

I would appreciate any help from an expert in this topic. No good deed goes out without being rewarded, I don't expect freebies.

I may give some insights if you are talking about running ads for a visa and immigration agency, don't know if that's what you're trying to promote though

If it’s the same issue I’ve experienced, I have no problem helping for free. I’m not allowed to charge anyway, lol. I just need some screenshots, please hide your sensitive information.

Here’s how it happened for me: I encountered a misleading representation policy warning that could have gotten my account suspended if I hadn’t resolved it. I edited my websites to fix the issue and sent a lot of appeals, but nothing worked. None of the Google representatives were helpful. So, I had to figure it out on my own. The problem was tied to one of the account assets, specifically, "sitelinks". Sorry if I’m not explaining it well; English isn’t my native language. Anyway, I deleted the problematic asset and recreated it. Once the asset causing the policy violation was gone, the issue disappeared—like poof. I wouldn’t have even known that was the easiest solution. I don’t fully know your situation, but this might help you out—or at least I hope it does.

Yeah, Google’s real picky with anything that even smells like “government services.” Even if you’re just offering help or third-party assistance, they’ll flag it under that policy. Disclaimers don’t really help once the system decides your offer falls in that category. The keywords, the page layout, even how the domain sounds can trigger it.


You’re right though—tons of competitors are still running and not all of them are black hat. Some are just using solid setups that don’t raise red flags. A lot of times they’re on proper agency accounts that already have trust and higher tolerance. Those accounts can get away with more, and some even have access to verticals like gov/docs because they’ve gone through certain checks—or they’re run under someone else’s certified structure.


Trying to run this kind of offer through a fresh or regular account is almost guaranteed to get flagged over and over, no matter how you tweak it. If you're serious about scaling this and not wasting time on constant suspensions, your best bet is to get on a solid agency account that can actually push these kinds of offers without tripping the system.

Hello, just read your response above and we are in the same situation. We need to find a solid agency who can assist. Would you be able to recommend such an agency? Thanks.
 
Google’s strict on gov docs stuff. Competitors probably use different accounts or got lucky slipping through. You gotta keep testing angles and avoid keywords that trigger flags. No magic here.
 
It's possible to get a certificate if you know the right people. Can use any kw's you want at that point.
 
Most of those guys are likely running from aged, trusted accounts or through agencies with policy clearance. You’ll need either pre-approved accounts or to get certified directly to keep those ads live.

Got certified directly with a new account - much better
 
I’ve worked on ESTA campaigns before and got them running without constant disapprovals. With the right setup, it’s definitely possible to keep ads live. If anyone needs a hand or some pointers, I’m open to help you free.
 
Just get the certificate and start running ads, it's easy!
