I have a TikTok account with around a quarter of a million followers, most of whom are Arabic speakers.
It used to post anime related content, but all the videos were deleted about a year ago, and nothing has been posted since then.

How can I make the best use of this account to earn money from it in a halal (permissible) way?

Would that even work for a channel whose followers are specifically into anime?
Also, couldn’t TikTok’s algorithms work against me because the content changed, the videos were deleted, and nothing has been posted for over a year?

Actually, a tiktok channel that has been inactive for a long time is very difficult to become trendy again.

Print on demand can be a good idea in this niche, but it would be copyrighted items, like shirts about anime.

The TikTok algorithm doesn't like content fluctuations or long breaks. If you're on an anime channel, you need to be consistent. If you do different things or don't watch for long periods, your reach will decrease.
 
If it's still got followers, then the account still has a change for revival. Though, you're going to want to warmup before going back to your usual volume of posts or just before you make a lot of posts at all. That said, consistent posting and engagements should work to bring it back, especially if your new content (if ever) hooks your previous audience you still have or new comers.
For monetization that's mostly above board, there's brand shoutouts or affiliate links if you're only diversifying reach with other platforms. You can also go for merch, novelty items, apparel related to your niche (say, anime).
 
Make your own animations, make them simple,a nd meme. Buy a drawing tablet, get yourself chatgpt generate and trace. Give the audiance what they had before roughly, just with your unique twist, and easily better. People want fresh content. There is no point reusing or pirating content, people already have seen it. Give them new, and keep them coming back.
