To grow safely, use automation/bidding rules, scale only after demonstrating positive ROAS, and think about hiring a seasoned PPC manager or agency.
 
Personally I focus on diversifying revenue (affiliate, subscriptions, paid Telegram perks) so a single payment hold never kills my cashflow.

If you can create those in an unlimited fashion, just pick any offer and promote it.
Don't overcomplicate the easy part of sales if you already have an unlimited free budget.
 
How many have on single account? Is accounts stable or get suspended?
 
Google Ads threshold accounts are actually very risky and can easily get banned if used improperly. If you want to earn money sustainably, it’s better to focus on running legitimate ads for your own projects, doing affiliate marketing, or helping clients manage their campaigns. Using threshold accounts to bypass policies can lead to losing all accounts and budgets, so I don’t recommend it

Frequent Account ban issue, and i dont have much capital
 
you should try affiliate marketing or promoting high-ticket cpa offers to get the best roi from those accounts. just keep it low-key so you don't get banned too quickly while you're scaling up
