You can go to any sms service and rent numbers from there. You can check the marketplace for these services and then register your Whatspps account that way. Just make sure to use a different number for each account, otherwise your accounts will get flagged if you make multiple ones with the same name. Other than that, the accounts should be safe.

Yes, Virtual numbers are there. Use Google Voice to create a virtual number, make sure it's active and then try creating a whatsapp account.

Virtual numbers can work sometimes, but they’re unreliable. If you want long-term stability, a real SIM or a solid telco-issued virtual number is the better move.
