But isn’t it a bit risky to run black hat offers like cc submits with all that personal information provided?

I’ve worked with a few sweeps networks Zeydoo & iMonetizeIt are solid. Their payouts aren’t huge, but approvals are easier, traffic converts well. Just make sure to check their allowed GEOs + traffic sources ahead so you don’t get rejected.
