What country are you in? I'm in the Netherlands and was able to watch videos incognito just fine. I suspect that this is going to be local vs. global due to all the different laws.

From what I'm seeing they blocking the caribbean .I look at Youtube from a VPS with a US IP address there is no blocking everything is fine in first world countries

I don't know about outside of the EU, but I suspect Google would be taken to court if they forced people to sign in.
