Could someone point me in the right direction of where to rent mobile device on a fulltime basis? I need to use them to install apps and watch live videos on an ongoing basis. Need 100+ with cell service included, US-based.

It can be higher depending on the phone’s specifications. If the purpose is just to watch videos and install apps, you can rent second-hand phones — I usually pay $20 per phone to use for social media.
