I’m running Bing Ads for a local business, but I’m getting zero calls from the campaigns. Impressions and clicks seem fine, but nobody is calling. Has anyone faced this? Any tips to actually drive calls instead of just clicks?
 
Use Google ads and check if you get calls? It works I got calls before. It's costs more than bing ads but it's more trusted. Yelp ads is another one you can try if it's available.

You should test your offer/offers on google ads as well. If you get calls/convert traffic from google ads, then bing itself is the cause of your problems.
