I’ve been careful: new accounts, fresh domains, real credit cards, and traffic routed through VPNs. Still, Google keeps suspending my campaigns for policy evasion or suspicious activity. Nothing obviously gray. Is it just impossible to run blackhat campaigns anymore, or am I missing some hidden signal?

Honestly, blackhat on Google is near dead unless you go super deep with clean chains and aged setups.
 
At this point, if you're not building long-term legit setups, Google just swats you out instantly.
 
Nowadays, Google Ads account suspensions do happen even if camapigns and landing pages are white / clean.
Just appeal every suspended Google Ads account. I know of active old accounts with good spendings, of agencies and partners of Google, which also get suspended for no reasons.
