It depends what you competition for the keywords you are after have.
It's why market samurai is such a good tool. I've always found it most valuable for assesing competition (rather than finding keywords - MNF seems better at that)
If they have dozens of PR8,9 and 10 links, then you are going to struggle, and need to match that or beat that yourself.
If it's a new niche then a good number of lower PR links are probably good enough (microblogs selling new/fashion/hi tech items are one such area, they never have the time to pick up massive PR links, most barely last a year before the product is obsolete/out of fashion/supersceded)
Generally though PR1 and 2 aren't worth spending too much time on.
6+PR are always worth spending time on.
3,5 and 5 are dependent on niche and most importantly strength of cometition.
Does it matter if the site you are linking back to has got nothing to do with celebrities? I have been using it but only scraping blogs relevant to my blog.
Finding blogs with famous quotes can also help you narrow down posts and replys.
They could be quotes from current news events or just well known ones from philosphers etc. Just have your different comments relating to these quotes or even provide another quote.
It is more effective to target current event quotes though.
