thanks for the question dear, I usually go for manually, as we've some agents and mates to collect niche-based sites, manually we can research specifically what we want and the traffic whether it's real or not, etc. what do you prefer?

Effort should be done directly proportional to the quality of the blog you are planning to link from. If you are planning for mass low key links, then a semi-automated approach is best, specially nowadays that we have the tools. I used to have VA running this, so if you can't afford to build a semi-automated thing, this is the cheapest way to proceed.

On the other side, if you are willing to link from a top quality blog, I could go as curated and manual as possible. You will probably spend a lot of money, so you should better use good time for that money.
