Most of the time it’s the content. If it doesn’t align with platform policies, no account will fix that.

Promoting on X often depends on both the account’s history and the content itself. If either looks risky, the ads won’t pass review. You might want to test with aged accounts or adjust your content style to meet policy.

Usually it’s not just the account, it’s the content. If the niche is restricted, you’ll almost always fail review unless you filter reviewers and show them a compliant version (cloaking). That way ads pass, while real users still see what you’re promoting.

It's depends on content that been promoted on your account. X ads can't even get you high conversion rates right now, so there no really much sense to doing it.

Sometimes old or low-trust accounts get rejected more often - use a newer ad account.
