I dont think that matters. There are many users that have .ca domains, that aren't a residence of CA. I would have someone who knows this fact check it; but I am confident that anyone can get a .ca Domain.

You’ll need a Canadian presence or service to register .ca since it’s restricted. Some registrars offer trustee services that let non-residents get one, might be worth checking those.

That's interesting I didn't know that. Once I wanted it but due to some documents issue I was unable to take it. Btw, do I have to pay more/ service charge for this or how does it work?

You just pay more, and everything else done by Godaddy.
