how do you guys scale without tripping fb review?

every time i raise budget too quick, ads get stuck in review or limited. is it better to duplicate adsets or just increase % slowly? what’s working best for you right now?
instead of increasing your budget you can use other ad accounts and copy that campaign. and i often do that with winning campaigns

Personally, I combine both: duplicate strong ad sets for scaling, and slowly increase % for long-term stability.
 
We go with duplicate ad sets and only dup the ad set that has a low cost. It takes 3-6 hours to pass, if longer, start using a new account
