In low competition niches, yes. The content and UX is the money spinner. In competitive niches, Google doesn't even give 10% importance to content in comparison to authority. Backlinks still matter a lot but Google is giving freedom to low end sites as beginners can't build backlinks within weeks.

Look at the formula for calculating ranking. In no universe will 0.8 per link, any, the worst link, be less than content, and content is somewhere around 0.0002.

Therefore, never, ever, in any universe can content outrank the worst link.



You're probably just focusing on penalties - a site gets penalized for both links and bad content, and that's where the penalties can set it back so that a site without links with content will rank higher. But it doesn't mean that the content outranks the link, it's just a penalty.

even a site design (looking like its from 1995) with old HTML format, no UX design as such are ranking high due to being old, authority (treated by google). So UX doesnt always helps. A bad designed site can rank.
I'll give you an example: hostingdude(.)com - look how bad design it is. you'll puke. but still they rank.
