If you are the owner you can contact the Apple Support with proof of purchased and device serial no. They will help you get it unlocked.
If you have bought it second hand then you might not be able to unlock it. I have heard some third party can unlock but I am not sure.

To make things clearer it's MY phone I bought a US iCloud account and the account is blocked (I still don't know why). So I called Apple support and they simply replied: We can't do anything to unblock the iCloud account, so your phone will remain blocked.
They asked me if I had the receipt, but since I bought it from a private individual I don't have one
That's why I'm posting this message, because I've been trying to find a solution for months, and I'll say it again : it's my own phone.
