Error getting into apple developer program

Hello guys , i've been trying to get into apple dev program but i got this error message when i try to "enroll".
anyone knows how to fix this ? i've tried so far :

frech apple id account ( with frech wise bank card )
my original apple id ( with my own credit card )
a totally fake apple id with residential ip
tried to open account on an iphone
tried to open account on a mac book
tried to open account using gologin + residential ip

WHAT THE FK!, anyone knows a solution for this ? i looked all over internet didnt find anything , my last hope is to try to ask somebody outside my country to use his information to get me one but that would need extra fees for this 300 250 ( hell nah)

nop i didnt find any solution for this .

i just bought a verified account with double price .. 199$ from fiverr lol

i don't really understand what was the problem in the first place , tried multiple payment methods all i get is the message :
we're unable to proccess your request


i gave up , and paid double price for a verified account.
