if it's not banned / flagged by google and you don't want to use it with google, around $100 (it has DR 10 and some backlinks, so it's worth a little bit)
if you don't care about google at all, it's worth what you want it to be worth, because its SEO value is not taken into account in this case, so you can safely use it to sell Instagram account from in whichever way you see fit (via social media, forum marketing, PPC, etc)

Zero, as soon as you will put a website on it for selling IG accounts, you will be inviting legal trouble. As the domain is an EMD.
