those people are expensive, you probably need $5-10k a month to hire them. And they still can't guarantee that google won't penalize your sites since only google has full control over google

Either throw money at it until you find something that works, or learn to do SEO yourself (and I'm being serious). Also, could you please stop using all capital letters? It makes my eyes sore...

Bad SEO can ruin good sites. Make sure the person you hire understands safe linking and uses white hat Google stack methods. Ask for past work before you pay.

Check your backlinks, disavow them if they're spammy. Check the forum for signs of spammy links. Improve your onpage. Build good backlinks, social signals etc. It may take a lot of time and work (depending on how bad the seo is) but its worth it. Or just change domains and start fresh.
