If I use blogger to set up multiple multilingual branded blogs, all pointing to the brand's main site at the same time, and update each blog normally, does this count as a PBN?
 
No. a a real PBN is much more complicated than that. Would you point to a cow in a field, and some wheat and flour, and say "Look I have a Burger King Burger!" lol no, although, you COULD say you are right. Thats the same idea when someone says that blogger is a pbn. You are just creating a bunch of third party links that's all. The main site itself must be not very considered, if you are thinking of wasting time on a few free blogger links. How much does the site make now?
 
Yes, if the blogs are created solely to boost the main site's SEO and are controlled by you, it can be considered a Private Blog Network (PBN). Search engines may penalize this if detected.
 
That would count as Web 2.0 network.

Instead, build blog sites on more of such platforms and backlink them to your money site...
Real PBN is built on domains(Expired Aged, auctioned) solely owned by you & is more powerful, not third-party sites, which allows anyone to publish and link content..
