Any non-shaving CPA Network that accepts email traffic

Is there any good non-shaving affilate cpa network that accepts email traffic I have my own sending email methods and I applied of many networks. At the beginning everything is cool and the conversions stat comming without shaving but after you do some $$$ amount then they start shaving all of your leads. If is there any good netwok, I mean a legit one and doesn't shave leads please let me know.

I heard good things abut a CPA network it's called GuruMedia they said they are legit and they don't shave the leads

yeah I have noticed that in all the networks I joined it seems that there is no a network that doesn't shave
